FOREWORD

Many of you will have heard the Government’s announcement that the National Certificate of Educational Achievement (NCEA) Change Programme will be rephased by two years to enable better alignment between curriculum and NCEA. The roll-out of NCEA Level 2 qualifications, previously planned for 2026, will be rephased to 2028. The roll-out of NCEA Level 3 qualifications, previously planned for 2027, will be rephased to 2029.

Rephasing will:

  • Allow time for the schooling curricula to be strengthened (including through the work of the English and Maths Ministerial Advisory Group), before the related NCEA assessments are developed.
  • Respond to sector feedback about the need for curriculum to be developed ahead of NCEA Levels 2 and 3, and teachers’ concerns about the scale and pace of change.
